PRE-DECLARATIONS OF IMPORT IN COLOMBIA

MULTIMODAL TRANSPORT OPERATION: CONTRACTING AND CUSTOMS TRANSITS IN COLOMBIA

In an effort to streamline and facilitate the importation process in Colombia, the government has implemented the system of Pre-Declarations of Import. This mechanism allows importers to submit the required documentation before the merchandise arrives in the country. This anticipation provides greater predictability in customs processes, reducing waiting times and potential setbacks in the supply chain.

One of the main advantages of Pre-Declarations of Import is the optimization of resources for both importers and customs authorities. By having the necessary information in advance, potential risks can be identified, and the corresponding procedures can be carried out more efficiently, avoiding unnecessary delays in the release of the merchandise.

This system also promotes greater transparency and compliance with customs regulations. By anticipating the submission of documentation, a culture of regulatory compliance is encouraged, contributing to the reduction of fraudulent practices and the strengthening of security in foreign trade operations.

Despite its benefits, Pre-Declarations of Import in Colombia also present certain disadvantages. One of them is the need for precise planning by importers, which can be challenging in situations of market fluctuations or sudden changes in demand. Additionally, there is a risk that the information provided in the pre-declaration may become obsolete before the merchandise arrives in the country, which could lead to discrepancies in the data and complicate the customs process. Furthermore, the anticipation of documentation may increase administrative burden and costs for importers, especially for those operating with a high volume of goods and requiring meticulous management of procedures.

Risks and Sanctions: Disadvantages of Advance Import Declarations in Colombia

A significant disadvantage of Pre-Declarations of Import in Colombia is related to the early or delayed arrival of vessels. In the event of changes in vessel arrival schedules, pre-declarations may not reflect the reality at the time required by the customs authority, potentially leading to additional procedures and fines at the time of declaration submissions or due to the inability to seize goods, which can range from 1% to 200% of the FOB value of the merchandise.
